The current Hong Kong Observatory warning states: THE NO. 8 NORTHWEST GALE OR STORM SIGNAL WAS ISSUED AT 2:45 P.M. IT REPLACED THE NO. 8 NORTHEAST GALE OR STORM SIGNAL.So what the hell was the guy in the picture thinking? It was taken at 3:30pm.
