The SCMP reports on the Shenzhen Government's latest efforts at open communication with its citizenry: Shenzhen has set rules to restrict people from staging petitions outside government offices because authorities say they cause social disorder. The regulations, announced on July 9, stop people from holding banners, distributing pamphlets or shouting insulting slogans outside government offices.
